Road to Kampala – Unlocking finance to deliver on the promise of the Post-Malabo Agenda
Africa is advancing the third phase of the Comprehensive African Agricultural Development Programme (CAADP3), a transformative framework designed to shape the continent’s agrifood systems over the coming decade. Building on past iterations, CAADP3 aims to boost agricultural productivity, promote multi-sectoral collaboration, and address persistent issues of food insecurity and malnutrition. With a strong focus on regional collaboration and sustainable growth, CAADP3 represents Africa’s commitment to self-sufficiency, climate resilience, and sustainable economic development.
To deliver on this ambition, there is an urgent need to mobilise domestic resources, grant funding and innovative finance to scale up policies and programs. According to the IMF, many countries in Africa face unsustainable debt and are in debt distress. The fiscal space to implement CAADP3 will be challenging. The climate crisis adds additional risk.
The 2024 State of Food Security and Nutrition in the World highlights the gap in financing to achieve SDG2, the fragmentation in the global financing architecture and the lack of policy alignment across stakeholders.
Given this backdrop, how can Africa mobilise the resources necessary to implement the post-Malabo agenda? What are the financing options? What are the reforms needed at the global, regional and national levels? How should we be thinking about the cost of implementing CAADP3 and what is the cost of inaction for the continent and beyond?
We will discuss this at our third webinar, taking place on Wednesday 4 December 2024 at 2:00 pm CET / 4:00 pm EAT / 8:00 am EST. Interpretation will be available from English to French.
The partners supporting the organisation of this webinar are the African Food Systems Parliamentary Network (AFSPaN), Oxfam South Africa, the Shamba Centre for Food & Climate, SDG2 Advocacy Hub and the Consortium of African Youth in Agriculture and Climate Change (CAYACC).
